The Page of Wands is an "announcement" card. The young Page stands there, with his wand, looking like he is about to make a pronouncement or declaration.

The pronouncement often has to do with intent, or purpose, or a goal. The card often appears in readings where someone has a secret that he is going to share, or when there is some kind of offer that will be made or received. It could be an employment offer, or proposal of marriage -- those types of public pronouncements.

Depending on the cards surrounding it, the announcement or the intention behind it can be welcomed, or it could be unwelcome and rebuffed.
